John Foy

John Foy is the Chairman, CEO, and founder of Noon LLC, and Chairman of Noon Management, LLC, an investment company headquartered in Chattanooga, Tennessee.

A founding member of CBL & Associates Properties, Inc., Foy served as CFO, Executive Vice President–Finance, and played a pivotal role in the company’s growth into one of the nation’s largest retail real estate investment trusts, leading the company through the IPO process in 1993.  

Foy later served as Vice Chairman of the Board and Treasurer. Over his 44-year tenure—including 19 years on the board—Foy guided the company through significant expansion and change until 2012, when he left CBL to focus on private equity.  

Foy partnered with Todd Phillips and founded Noon Management, LLC, a private investment firm headquartered in Chattanooga, Tennessee, with interests in strategic consulting, capital management, real estate development, healthcare (specifically technology and real estate), and hospitality.

Foy currently serves on the board of the University of Tennessee Chattanooga Rollins College of Business - Dean’s Advisory Board and the Electric Power Board of Chattanooga.

Foy previously served as Chairman of the Board of First Fidelity Savings Bank, Chairman of the Board for the Chattanooga Metropolitan Airport, and Chairman of the Industrial Bond Board of Hamilton County. He held board positions on the boards of the University of Tennessee System, MedEquities Realty Trust, Tennessee Aquarium, Chattanooga Neighborhood Enterprise, Chattanooga Theater Center, and the Hamilton County Planning Commission. He is a former member of the Board of Governors of the National Association of Real Estate Investment Trusts (“NAREIT”) and served on the Board of Trustees of Atlantic Capital Bank, among many others. 

Foy earned his B.S. in History from Austin Peay State University and his J.D. from the University of Tennessee. Known for combining business acumen with deep civic engagement, he continues to be an influential voice in Chattanooga’s economic and cultural development.

Todd Phillips

Co-founder and President of Noon Management, LLC, Todd Phillips leads the daily operations of the Chattanooga-based venture capital and private equity firm. Since 2013, when the firm was launched, he has been instrumental in directing the company’s investments and development of real estate, private ventures, and professional service companies throughout the country.

Before launching Noon Management, Phillips enjoyed a 13-year tenure as an Area Sales Manager at Morgan Stanley, where he honed his skills in financial services, client relations, and regional strategy. His experience uniquely positions him to lead Noon Management’s strategic growth initiatives.

Phillips led several key growth initiatives for Noon Management, including the development of more than a million square feet of commercial real estate, and fivefold growth for Ntracts in just three years, at which time the company was successfully sold. On the hospitality side of the business, he continues to lead the development of the Full Throttle Distillery brand in multiple markets. He serves on the board and oversees operations for EN Management, the governing group of Erlanger Express Care’s five locations.  

Phillips remains deeply engaged in Chattanooga. He holds a leadership position with the Downtown Chattanooga Alliance, where he serves as Chairman, representing Noon Development as a major property owner within the district, and leading the organization’s efforts to keep Downtown Chattanooga safe, clean, and welcoming. 

In 2025, he chaired the American Heart Association’s Chattanooga Heart Ball. Past positions include serving on the board of directors of Bright School and the executive board committee for CEMPA Community Care, formerly Chattanooga Cares.

Phillips earned his Bachelor of Science degree in Managerial Finance from the University of Mississippi. He also holds numerous licenses and designations within the financial services industry.

Lynn seeger 

Lynn is the executive assistant and office manager for the Noon Management team. Lynn started her career in finance in 1998 at Raymond James & Associates as a sales assistant. There she obtained her Series 7 and 63 and health insurance license. In 2008, Lynn moved to Morgan Stanley to work in the operations area. While at Morgan Stanley, she obtained her Series 9/10 and 65. 

In May of 2014, Lynn joined the Noon family. She enjoys providing administrative support that showcases her knack for discretion, organization, research, time management, flexibility and independent decision-making skills. Lynn welcomes guests and fellow team members alike with her sunny disposition and ready smile.

Lynn graduated Cum Laude from Chattanooga State with an Associate of Science. She lives in Red Bank, Tennessee and enjoys spending her time outside hiking, biking and paddle boarding in the beautiful Tennessee Valley with her family, friends and dogs.
